MEMBERSHIP

Anybody interested in the Library Movement may become a member of the Association. Acceptance of membership is subject to the approval of Executive Committee of the Association. There are Five categories of the members in the Association:

HONORARY MEMBERS

A limited number of distinguished persons who have rendered outstanding services towards the development of libraries in the state may be elected as Honorary Members. Such elections would be held at the Annual General Meeting of the Association on the recommendation of the Council and upto a limit of three Honorary Members at a time. Total number of the Honorary Members shall not exceed five and they shall enjoy the rights and privileges of Ordinary Members.

DONORS

A candidate for admission to this class of membership or for transfer into this class

  • Shall be not less than 18 years of age
  • Shall be a person who is interested in the cultural and educational development of the people
  • Shall be a person who is interested in the promotion of the library service for the spread of education and research
  • Shall pay Rs.5000.00 (Rupees Five Thousand Only) at a time to the fund of the Association. Every Donor is a member of the Association for life and he will not be required to pay any more subscription during his lifetime.

LIFE MEMBERS

A candidate for admission to this class of membership or for transfer to this class

  • Shall be not less than 18 years of age
  • Shall be a person who is interested in the cultural and educational development of the people
  • Shall be a person who is interested in the promotion of the library service for the spread of education and research
  • Shall pay at a time Rs.2000.00 (Rupees Two Thousand Only) to the fund of the Association and he will not be required to pay any more subscription during his life time.
  • Citizen from SAARC countries except India shall pay Rs.1000.00 (Rupees One Thousand Only) in Indian currency or its equivalent. Citizen from other countries except SAARC countries shall pay Rs.2000.00 (Rupees Two Thousand Only) in Indian currency or its equivalent.

ORDINARY MEMBERS

A candidate for admission to this class of membership shall be not less than 18 years of age and

  • Shall be a person who is interested in the promotion and development of organized library service in the State
  • Shall be a person who is interested in the spread of education and culture among the people
  • Ordinary members shall pay Rs.150.00 (Rupees One Hundred Fifty Only) per annum as subscription fees
  • Citizen from SAARC countries except India shall pay Rs.250.00 (Rupees Two Hundred Fifty Only) per annum in Indian currency or its equivalent. The citizen from other foreign countries except SAARC countries shall pay Rs.750.00 (Rupees Seven Hundred Fifty Only) per annum in Indian currency or its equivalent.

INSTITUTIONAL MEMBERS

This class of membership is open to :

  1. Libraries
  2. Academic Institutions having libraries
  3. Societies and Institutions for learning and research and other organizations having libraries
  4. Organization of library professionals and library employees

PATRON

Any distinguished person on the recommendation of the executive committee may be elected as Patron of the Association at the Annual General Meeting.

Duties and Obligations of Members

Every person or institution while applying for membership shall undertake to be bound by the Memorandum, Rules and Regulations or other Bye-laws in force or which may, thereafter, be made from time to time.

Every member shall notify to the Secretary of the association any change in address.

Rights and Privileges of Members

All valid members can participate in the election of all Bodies of the Association as per Rules and Regulations of the Association, i.e. he/she can participate in the election after one year of his/her membership as sanctioned by the central Executive Committe of the Association (under section 13 of BLA constitution). They can participate in the Conferences, Meetings, Annual General Body and Special General Body meetings of the Association. They are entitled to get the Association's Journal 'Granthagar' (published in Bengali with English abstracts) on payment of current membership subscription. They can also use the Association's Library as per Library Rules.
